Planning / PD&E Services

Inwood offers preliminary engineering expertise with project development and environment (PD&E) studies and transportation planning services including the Efficient Transportation Decision Making (ETDM) process and corridor and subarea studies.

Preliminary Engineering

Inwood offers a wide range of transportation and community planning services to both public and private entities across the state of Florida. We implement a unique approach to each project with innovative ideas that help us achieve viable, effective solutions geared toward creating thriving communities, towns, and urban environments. Our planning team is able to develop an understanding of the community and its needs through close coordination with local citizens, community groups, elected officials, and agency staff throughout all stages of the planning process. Ultimately, our goal is to provide cost-effective, timely products and services that exceed each client's expectations.

Public Involvement Communication & Outreach Tools

Audio-visual presentations: Inwood has a complete in-house production studio where we produce high-quality, project-specific videos that help tell the story by taking complex information and communicating it in a way that facilitates understanding. 

Virtual and Augmented Reality: Technology is the backbone of our public involvement philosophy. We use the latest technology at design charettes and public meetings to further tell the story and communicate highly technical information. This is one of our newer services – and so far, we’ve had great success using VR equipment that creates a “real world environment” allowing the public and agency stakeholders the opportunity to “see into the future”, experience the improvements and drive the project.



Drone Technology: Inwood has two licensed drone pilots, which provides us with the technology and resources to identify key features of a project area. Drones are used to develop high-resolution, oblique aerial imagery for graphic displays; conduct virtual field reviews; and identify key areas of constraint, such as environmentally sensitive lands.

3D Models and 3D Renderings: The old adage “a picture says a thousand words” is particularly relevant for planning and engineering projects. A project-specific concept displayed using multi-angles and multi-views is an extremely beneficial tool at small group or public meetings. To take it a step further, Inwood is able to create a 3-dimensional print of a proposed concept, such as a roundabout. This provides a hands-on model that can help the public achieve a higher level of understanding and buy-in.

Public, Small Group and Visioning Meetings: Often times the best way to communicate a problem, a concept or a solution is to get in a room together and work through solutions. This is where Inwood excels. Inwood continues to be a leader in facilitating and leading a range of public meetings, small group meetings, and visioning meetings. The benefits of these meetings allow for everyone to have a seat at the table, identify issues and work towards solutions – all in a way that incorporates everyone’s thoughts and ideas – and focuses on consensus. Inwood has led hundreds of these meetings, all with great success. ​​​
Newsletters: One-way communication is a great way to “get the word out”, but at Inwood, we feel it’s more than that. A newsletter or a mailing is the first step in what can often be a multi-year relationship that spans the life of a project. This means that highly technical information must be combined with high-quality graphics and plain language to communicate the need for the project, the improvements being evaluated and the process. Inwood specializes in taking highly complex information and presenting it in a way that makes sense. Inwood also has multi-lingual staff experienced in translation services for a variety of languages and dialects.

Project Websites: Website technology has come a long way in the last 10 years. A project website isn’t simply about uploading a document or two and providing contact information. Inwood often develops highly interactive websites that map and track comments, provide a mechanism for correspondence, display technical information including project concepts, 3D visualizations, videos, and corridor fly-throughs. Other items include virtual public meetings, polling, the incorporation of Google Analytics data, and much more.
